Mission and operating principles.

HEXATECH equips the institutions that protect life, defend sovereignty, and build public capability in Kosovo, Albania, and the Western Balkans — combining internationally-proven equipment with local delivery, lifecycle support, and disciplined compliance.

Operating principles

  • Contract discipline. Engagements are executed against written, signed instruments, with scope, obligation, and remedy defined up front.
  • Lifecycle orientation. Equipment deliveries are followed by commissioning, training, warranty administration, spare parts, and service. Supply is not abandoned at delivery.
  • Compliance by design. Governance and compliance architecture is established at Group level and operationalised at division level on every transaction.
  • Neutrality and independence. HEXATECH respects the sovereignty of customer-nations and of the jurisdictions in which it operates, and maintains independence of judgement on advisory and evaluation engagements.

Three-division architecture.

HEXATECH operates as a single Kosovo-incorporated legal entity organised into three business-model divisions. Separable cost-centre accounting preserves IFI and EU-fund eligibility for civil activity, maintains a compliant operating envelope for defence activity, and supports receivables-based discipline for services work.

Division I — Public Safety & Civil Protection

Fire and rescue, EMS, disaster response, forensics, training. Moto-Truck anchor partnership. EU IPA / UCPM / IFI financeable.

Division I →

Division II — Defence & Security Solutions

Tactical mobility, C4ISR, border security, specialist equipment. Within sanctions, export-control, and end-use regimes. Tier 1 public posture.

Division II →

Division III — Advisory & Capacity Building

Training, programme management, procurement support, M&E for internationally-funded programmes. ISO 21502 / OECD DAC methodology.

Division III →

Market positioning.

HEXATECH's addressable market spans the institutional customers of the Western Balkans — ministries, municipalities, agencies, and operators — and the international programmes that finance their modernisation. Commercial success rests on three durable advantages:

  • Kosovo legal grounding and local language capability — serving counterparties who prefer engagement in Albanian and English with a locally-incorporated company accountable under Kosovo law.
  • Authorised OEM partnerships — distributor and cooperation relationships with internationally-recognised manufacturers whose products meet the specifications Kosovo and Albanian buyers invoke.
  • Disciplined compliance posture — a written compliance architecture that satisfies the diligence of EU Delegations, IFIs, and NATO-framework counterparties.
